Tunnel Construction Near Reconnaissance Base

The Oryu-ri Reconnaissance Base is located in western Pyongyang on the slopes of Mt. Ryongak (Ryongaksan) at 39.018886° 125.631910°.

Very little is publicly known about the facility and even the James Martin Center for Nonproliferation Studies' own Nuclear Threat Initiative database gives only a vague description of its location and describes it as a missile base (admittedly, there are only a couple old sources available). However, the National Geospatial Intelligence Agency's GEOnet Server does verify that a place by Mt. Ryongak is called Oryu-ri (Oryu Village). 

The NGA's name database along with the NTI's general location description both fit the area and I am confident that NTI is describing what is not a missile base as such, but some kind of reconnaissance/signal intelligence base. Oryu-ri may play a role in missile defense, but it is not where missiles are launched.

Anyway, the base covers approximately 80 hectares and has existed since at least 1985 based on Landsat imagery. The facility consists of two very large communication dishes (with a diameter of 28-29 m) as well as two smaller ones. It has a clearly identifiable entrance gate and an administrative area, but what is more interesting to me is the fact that it has two large tunnels going into the mountain.

Despite its apparently clandestine activities, Oryu-ri isn't in a super remote area. The southern side of Ryongaksan, where the base lies, is also home to two camps of the Korean Children's Union, a Juche Academy, and the National Gifts Exhibition Hall (constructed in 2010-2011).

In 2019, just 350 meters from the main gate, a new set of apartments were constructed. An unidentified but suspected new national archives complex was also built nearby at the same time.

Adding to things is that on the northern side of the mountain are three military-related facilities and the Security University of North Korea. All of this means a lot of people moving around the vicinity of the base.

This brings me back to the underground sites.

Despite having external buildings, most of the real operations of the base appear to go on beneath the mountain. Outside, there's an assembly hall, some agriculture-related structures, and each of the main satellite dishes has its own control building, but I can't point to anything that might be where the signals intelligence are gathered, stored, interpreted, or anything. To me, this suggests that the main operations of the base are carried out underground.

Lending weight to that theory is the size of the tunnels. The two tunnels are about 12 m wide and each one has some type of support structure above the entrance, likely part of the ventilation system, meaning that the underground portion of the base is not inconsequential. In 2018, the eastern tunnel (39.021580° 125.633111°) had a structure built over the actual entry face, obscuring its view and giving added environmental protection as people go in and out.

The two tunnels are placed 275 m apart and have been placed roughly 60 meters above sea level, with the rest of the mountain looming a further 130 meters above, giving an enormous potential space inside and plenty of rock cover in the event of an attack.

Large underground facilities such as this often have smaller exit points/maintenance entrances, and Oryu-ri does indeed have at least one identifiable access tunnel on the eastern flank of the mountain at 39.024930° 125.636075°. There is a second site with an old spoils pile, indicative of previous excavation work, but the tunnel entrance may be obscured by trees or hidden with a building.

Based solely on the positions of the two main tunnels and the access tunnel, I estimate that the interior space (if it only consists of one level), is 70,000 sq. m. However, it could be as large as 80,000 or as small as 31,000, depending on the actual internal configuration. This estimate is arrived at by considering the most concise and simple geometric designs that connect the three sites, along with the topography of the mountain itself. There is no evidence that it sprawls through the whole mountain.

Back to the access tunnel.

It is the location of the access tunnel that makes this next part all the more interesting in my mind.

Beginning in 2016, initial excavation work began on a new tunnel ~330 meters north of the identified access tunnel and in the same area as the suspected second UFG access tunnel (39.027561° 125.634293°). At the same time, more excavation work could be seen just behind the Security University, 1.3 km away at 39.039439° 125.631268°.

Moving forward to 2020, a lot of progress had been made constructing the tunnel and a smaller construction access tunnel had also been added between the two main entry points of this new, larger tunnel, which is a common feature of long tunnels of every kind. 

This new, large tunnel is approximately 10 meters wide and has two probable courses. One is simply a (mostly) direct line from Point A to Point B which would take it almost right beneath the National Gift Exhibition Hall, and the other would have the tunnel more closely follow the internal bend of the mountain, allowing for maximum overhead coverage and without risking the structural integrity of any other buildings.

Because the new tunnel is located so close to the Oryu-ri base, with its location next to the base's UGF access tunnel, and that it comes out at a national security university, it raises these questions:

1. Does the new tunnel directly connect to Oryu-ri's underground facility? 
2. Could it be part of an expansion of the underground base?
3. Does it indicate joint activities between Oryu-ri and the Security University?
4. Or is it simply a future shortcut to the university from the new subway stations that are being built along the Hyoksin-Kwangbok subway line extension 2-3 km away from Oryu-ri?

This most recent Google Earth image shows clear tunneling work of a size capable of allowing vehicle traffic to pass through the tunnel.

Time will tell, particularly if the access road going from the Oryu-ri side of the new tunnel gets repaved and realigned to fit the other roads in the area, which would better connect it to future subway stations. Until then, we're left with yet another tunnel without an immediately clear purpose.

Tanchon Hydroelectric Project Update

The Tanchon Hydroelectric Project is the largest hydroelectric project in North Korean history in terms of its complexity. Using a system of tunnels running for 60 km, it takes water from the Hochon River in Ryanggang Province (drawing from the Samsu Reservoir) and redirects it to the Tanchon hydroelectric generating stations in the small village of Sinhung, S. Hamgyong Province. Once completed, it will be the fulfillment of nearly a century of planning. 

Construction of the enormous project began in 2017 and continued through 2018, but work began to slow down in 2019 and that has carried on this year, particularly at the generating stations, as this update reveals.  

Tunneling work, on the other hand, appears to have made substantial progress.

Near the end of 2018, you can clearly see one of the over sixty access points to the main water tunnel, where small sections of the tunnel are excavation.

Almost exactly two years later, that one pile has become two very large piles.

The two piles cover a total of over 6,400 sq. meters. While not every access point has piles as large, they have all grown substantially, giving evidence to the size of the main water tunnel. 

Part of the project is the Sinhung Dam, located less than 2 km from the generating site. 


By Sept. 2019, the dam had two levels constructed. By Oct. 2020, only one full new level (level 3) had been built. Parts of a fourth level, one section on each end of the dam, had also been built, but the dam is still not complete despite it being of relatively moderate size.


In June 2020, Pyongyang Times reported that construction of the two generating stations was being "pushed dramatically" and that key parts of the project were entering their "final stages".  However, the last mention of the project occurred in August and only mentioned that new housing units had been constructed - something that can be verified by satellite imagery.


Taking a look at Power Station No. 1, the largest of the two generating stations being built at this site, not only can one see very little new progress since 38 North's review, but there has actually been little progress since 2018.


In 2018, only 100 meters worth of stanchions had been built and the generating hall was incomplete. 


By Oct. 20, 2020 there hasn't been much new progress. The generating hall is still incomplete, although the roof of a small section has been added. Additionally, a retaining wall to the right of the generating hall was built. No new work on the stanchions can be seen.

Looking at Power Station No. 6, there has been a lot of progress since 2018 (when almost nothing existed), but little else new can be seen since Sept. 2019.

One of the most obvious changes is the addition of a roof over the generating hall. The outward appearance of Power Station No. 6 suggests that it is completed. However, it is unknown if the turbines and other equipment have been installed. Although, depending on their size, the turbines may indeed have been installed prior to the rood addition, and the power station could be ready to become operational.

Until Power Station No. 1 is completed, the Tanchon project won't be able to produce but a fraction of its planned capacity. The slight progress made in the last year could be due to several factors.

The year 2020 has been especially difficult for North Korea's economy, and they were forced to limit the number of projects of national importance from 15 down to just 5. The economic and trade effects of COVID-19 have become more pronounced, and it is likely that the virus has indeed entered the country. On top of that, three typhoons hit North Korea and caused severe flooding across the country, and exchange rates between the DPRK won and US dollar have fallen. 

It's possible that the project will receive some added assistance as part of the flood recovery efforts in the region, but it is just as likely that it won't be completed for another year as other major projects (the Pyongyang General Hospital and the Wonsan resort area) have also blown passed their planned completion deadlines and are still under construction.

Open-Air Theaters Spread Across the Country

A hallmark of Kim Jong Un's rule has been the creation of entertainment centers. Be they amusement parks, ski resorts, children's traffic parks, and even "4D" theaters, new recreational facilities have popped up all over the country.

Included in that mix are open-air theaters. Coinciding with the renovation of the Pyongyang Youth Open-air Theater, new theaters are under construction in nearly every provincial capital and some select other cities. In Chongjin, Haeju, Kanggye, Nampo, Pyongson, Rason, Sariwon, and Sinuiju, construction is well under way or nearly completed. Hamhung's theater is in the very initial stage of construction, and Wonsan already has an established open-air theater. 

The construction of most sites began in 2018 but has yet to be fully finished at any of them except for the refurbished Pyongyang theater.

Plays and film have always loomed large in North Korean culture with nearly every town having a traditional movie theater built/rebuilt almost immediately after the Korean War. Kim Jong Il, especially, loved movies, plays, and opera. He wrote numerous letters and books on the subject, including On the Art of Cinema and On the Art of Opera. Each explaining in detail his views on the subjects and how they can best serve the state's goals through "socialist art" and as tools of indoctrinating the people with correct forms of thought.

And while everyone in the country knows they're being propagandized to, a lifetime of exposure has taught them to tune out the obvious stuff and enjoy the stories themselves. Indeed, North Korean's are quite the vocal art critics - in their subtle ways to avoid accidentally criticizing the regime. A good film, play, or song will rapidly make its way through the cities and into the countryside.

Soon after Kim Jong Un came to power, in recognition of the people's love of film, "4D-rythmic" theaters began to be built and now there's one in most large cities. With their distinctive architecture, they're easy to spot.

Built in 2014-2015, the 4D theater now sits just 100 meters away from the new open-air theater. These facilities are on the grounds of the former Nampo Sports Village. Built in 1973, only the stadium and regatta course were ever completed.

Participation in "mass-based art" has long been promoted with, "All provinces, cities, counties, industrial establishments and cooperative farms across the country have halls of culture, libraries and reading halls. Theatres and halls of culture in different parts of the country are equipped with facilities and musical instruments necessary for cultural and emotional life and artistic activities of working people." - Naenara, July 20, 2020

There is some variation in size with each of the new open-air theaters, ranging from 65-80 meters front-to-back and 85-100 meters at the widest. The existing Pyongyang theater is approximately twice the size as the newly built ones.

In the case of Sinuiju, there are 38 rows of seating arranged on three levels and into 13 sections. The Pyongyang Youth Open-Air Theater has seating for 10,000 and the theater in Haeju is said to have a seating capacity of 5,000. Given that Haeju is closer in size to the others, all of the new theaters probably have a seating capacity ranging from 5,000 to 7,000.

These theaters are also used for things other than plays and performances. Films can be shown, lectures given, and educational classes are provided. This not only makes them an important part of North Korean culture but they also provide the state with another venue for instilling propaganda and disseminating the wishes of the Korean Workers' Party. 

Primary construction of the Rason Open-Air Theater only began this year. As of July, there was still a lot of work left to do. While most theaters are located amongst the rest of the town, Rason's is positioned 200 feet above on a hillside overlooking the bay. No doubt the views will be great once it's finished.

The Pyongyang theater had a set of solar panels added to its roof. It is likely that the other new theaters will also include solar power. This fits in with the country's incremental adoption of green energy solutions to their otherwise extreme electricity shortage. 

Provincial capitals usually have a handful of distinctive features (like joint murals of Kim Il Sung and Kim Jong Il) that other cities tend to lack. However, certain things eventually make their way into other important cities after their popularity has been assessed in the capitals. I wouldn't be surprised if these open-air theaters end up spreading to a few more cities in the coming years.

Renovations at Elite Hot Springs Appear on Hold Due to Economic Pressures

 
While Kim Jong Un was busy issuing orders to reconstruct the city of Samjiyon, to build kilometers of beachfront resorts in Wonsan, and constructing a new hot springs facility in Yangdok, he wasn’t going to neglect Onpho in the process.

Nestled in a valley a few kilometers northwest of the city of Kyongsong in North Hamgyong Province, the Onpho Holiday Camp, a hot springs resort, has been popular among the country’s elite for decades.

It is one of the oldest and largest such facilities in the country and has been visited by each generation of the Kim family. It is so popular to the elites that a secured villa complex was built next to the general spa area and a special “leadership train station” was added around 2010 to allow for speedy and secure transportation to the relaxing hot springs and mountain air that flows down into the valley.

However, during Kim Jong Un’s visit to Onpho in July 2018, he lamentedits very bad condition, saying bathtubs for hot spring therapy are dirty, gloomy and unsanitary for their poor management.”
By October, Google Earth images revealed that the resort was being renovated as temporary worker’s housing was visible as well as the land being cleared for new buildings.

After that initial activity, construction slowed down and little had been accomplished five months later in March 2019. That lull quickly changed as by September, at least fourteen buildings were under construction in the main resort area and a dozen multifamily housing structures were also being constructed across the river for employees of the spa.

During Kim Jong Un’s 2018 visit he mentioned that the bad condition of Onpho would “commit a sin” by drawing criticism from the people in a place that was so important to Kim Il Sung and Kim Jong Il. Testifying to Onpho’s importance, it has an entire park and monument dedicated to the “exploits of the great leaders” with regard to the establishment of the resort.

The historic importance of the resort was commented on by the Korean Central News Agency back in 2015 when they stated that Kim Il Sung had visited the natural hot springs at Onpho as early as 1946 and ordered it be turned into a holiday camp. He then visited and gave “field guidance” a further twenty times, followed by visits by Kim Jong Il including one trip in 2008 after the area had been hit by flooding.

Kim Jong Un has made it a key feature of his rule to (attempt to) improve international and domestic tourism by spending hundreds of millions of dollars – perhaps a billion or more in total – constructing numerous tourism related facilities across the country including a $35 million ski resort, converting the Wonsan-Kalma area into a major tourist region (which included an estimated $200 million reconstruction of the Kalma International Airport), and more recently, discussing the need to modernize the Mt. Kumgang Tourist Zone that was opened as a joint project with South Korea back in 1998.

All of this, of course, despite the fact that North Korea doesn’t have hordes of foreign visitors to fill up those thousands of hotel rooms now available nor does it have a strong enough domestic economy to sustain all of the resorts with predominately local tourists.

However, the fact that Onpho plays a role in the Kim family personality cult and that it has been a longstanding feature the state could point to as evidence of Kim Il Sung’s love for the people, it makes sense that Kim Jong Un would want to renovate such a place that had become dilapidated.

Unfortunately for the regime, economic pressures don’t care about prestige projects and there has been very little new construction during all of 2020 as late as July.

The combination of existing economic problems and the added pressures relating to the COVID-19 pandemic have caused considerable difficulties for the country. As a reflection of this, it was reported by DailyNK on April 23 that the regime sent out a jointly signed document by the Cabinet and Central Committee of the Korean Worker’s Party decreasing the number of “national construction projects” from fifteen to just five.

While the report didn’t say what those fifteen projects were, two of the remaining ones are undoubtedly the Pyongyang General Hospital and the Tanchon Hydroelectric Project. Both have experienced funding and material shortages, with Kim Jong Un lashing out at officials over mismanagement regarding the hospital’s construction.

Onpho may be an ideologically important site but it isn’t fundamental to the country’s health or electricity needs, so the lack of construction this year may well be a reflection of economic problems and the April “joint decision document” cutting back on less practical projects.

The one area inside the large resort complex that hasn’t seen any renovation, somewhat conspicuously, is the leadership villa compound adjacent to the main spa facilities. This walled compound contains a primary palace building and six smaller villas.

After Kim Jong Un came to power, he wasted no time making improvements to a number of leadership residences including the addition of runways (such as at Hyesan and Changsong), he completely rebuilt villas within the “Forbidden City” district in central Pyongyang, and he undertook multiple changes to the Kim family primary Ryongsong Residence complex.

Nonetheless, what can be seen from commercial imagery does show substantial changes occurring at the holiday camp area. In addition to the hotel buildings (each around seven-stories tall) and new personnel housing, three unidentified but large buildings are also under construction. Located on the banks of the river, the three buildings have a combined footprint of approximately 6,814 square meters and are each multistory buildings.

Additionally, a new monument area has been constructed that, as of the most recent Google Earth imagery, has two monuments and two buildings that are likely “revolutionary history museums” dedicated to Kim Il Sung and Kim Jong Il. Such monuments and museums are common to ideologically important places and places that have received multiple visits by the leadership. And in true North Korea fashion, this portion seems to be the first new part of Onpho to have been completed; the final landscaping touches being visible by July 2, 2020.

Construction may have been stalled due to unforeseen events, but the addition of Onpho to the long list of recreational facilities that Kim Jong Un has either built or modernized shows that “bread and circuses” are still a central tenet of his regime. From diplomatic maneuvers to testing missiles, to spas and rebuilt towns, every dictator needs a well-rounded legacy to go along with the less-than-voluntary labor it often takes to build these places.

Largest Hydroelectric Project in DPRK Heads Toward Completion

North Korea is no stranger to mega projects. The May Day Stadium (largest seating capacity in the world), Ryugyong Hotel (the abandoned "hotel of doom" that would have been the tallest in the world back in 1992), and the West Sea Barrage (an 8-km long dam across the mouth of the Taedong River) all bear witness to North Korea's willingness to expend enormous resources on enormous projects, even if they don't always work out as planned.

One such current mega project is the Tanchon Hydroelectric Power Station.


Despite being named for the coastal city of Tanchon, the project centers around the border area between Ryanggang and South Hamgyong provinces, specifically around the worker's district of Sinhung, 53 km away from Tanchon as the crow flies. However, this isn't a run-of-the-mill hydroelectric dam. It is a massive complex that starts at a new water intake point at the Samsu Reservoir (near Hyesan) and then carries water through a roughly 60 km-long tunnel to the electricity generating stations in Sinhung. The tunnel is the longest such tunnel in the country and makes this the largest hydroelectric project currently underway by North Korea.

The next longest water tunnel for hydroelectricity that I am aware of is the Songwon Dam tunnel. Constructed in 1987, it runs a mere 42 km.


The Tanchon project is actually part of a larger attempt to take advantage of the rivers and steep valleys of this region. The northerly-flowing Hochon River is the primary source of water. The northern extreme is the Samsu Dam and reservoir, which lie less than 10 km from Hyesan and the Yalu River border with China (into which the Hochon empties).

In this complicated image you can see the path of the Hochon River (blue), flowing south to north. That water fills the Samsu Reservoir where the water intake site is located for the Tanchon project. That water is then diverted through a tunnel (white) where it travels north to south (against the natural gradient of the area). It will then enter the dual Tanchon generating stations in the small town of Sinhung. From there, it empties into the Namdeachon River (yellow) which flows north to south and empties into the sea at the city of Tanchon.

Moving south (aka upriver), lies the Sachophonyg Reservoir which feeds the Hochongang Power Station in Sinhung (11.8 km away and is adjacent to the new Tanchon generating stations). Both the Hochongang Power Station and the new Tanchon stations empties the waters of the Hochon River into the Namdaechon River, across a sort of continental divide thanks to the tunnels, as the Namdaechon then runs south and empties into the Sea of Japan, whereas the headwaters of the Hochon arise in the Hamgyong Mountains (also known as Gangbaekjeonggan) which create a natural border between Ryanggang and South Hamgyong provinces.


Being built at the same time as Tanchon is a smaller hydroelectric dam on the Hochon at Saphyong-ri (pictured above) and a hydroelectric dam at Sinhung (also called Power Station No. 5) on the Namdaechon River that is less than 2 km from the new Tanchon generating station.

Exploiting this riverine resource goes back nearly a century. During the Japanese occupation era, Yutaka Kubota (founder of the Japanese engineering firm Nippon Koei) was a consultant for the Hochongang River Overall Project from 1925-45, and the project was expected to eventually generate 338 MW of electricity.

In terms of North Korean efforts, the Samsu Hydroelectric Dam alone was supposed to produce 50 MW of electricity to provide for Ryanggang Province and the important Hyesan Youth Copper Mine. Built from 2004-2007, the dam was beset with problems and still fails to live up to expectations.

Kim Il Sung introduced the modern idea of exploiting the rivers in the area in the years soon before his death and wanted the project to generate 400-500 MW. But it wasn't until 2016 when Kim Jong Un announced the construction of the Tanchon Power Station that work finally began. According to a May 2017 Pyongyang Times report, the project is supposed to generate "several hundred thousand of kilowatts" and would indeed be the largest hydroelectric project in the country's history.

During Kim Jong Un's 2016 New Years' address he said, "The problem of electricity should be resolved as an undertaking involving the whole Party and the whole state." Giving little detail about the project he went on to say, "The construction of the Tanchon Power Station and other projects for boosting the country’s power-generating capacity should be promoted along with the efforts to ease the strain on electricity supply by making proactive use of natural energy." 

Such an undertaking would indeed require the effort of the "whole state".

As discussed in the Songwon article, one reason to not locate the electric generating station at the site of a dam or to excavate miles of tunnels to divert water elsewhere, is to take advantage of a substantial change in elevation. The greater the difference between the elevation of where the water is stored (in this case the Samsu Reservoir) and where it runs through the turbines at the generating station, the greater the power generated.


The approximate elevation of the water intake site at Samsu is 2,500 ft above sea level. The tunnel cuts through mountains and valleys on a downhill gradient to deliver the water to a point roughly 1,800 feet above sea level. This represents a 700-foot drop, something no existing traditional hydroelectric dam in the country could provide. For some perspective, to otherwise maintain a hydraulic head of 700 feet would require a traditional dam on the scale of the Glen Canyon Dam in the United States.

The elevation drop also allows a relatively small amount of water to pick up momentum and hit the generating turbines with more energy, producing more electricity. Both the Songwon and Samsu water intake sites are placed at shallow ends of their respective reservoirs, meaning limited amounts of water can transit the tunnel system. This may seem counter intuitive, to only have a little water flowing through, but considering the number of droughts North Korea has, it could also allow for a more constant supply of electricity (albeit limited) but without draining the reservoirs or damaging the tunnels over time.


Despite all the work visible via satellite images, by March 2020 the project was only fifty-percent completed. On April 17 the regime announced that the number of "national projects" would be cut from 15 to 5 projects. One such project is the new Pyongyang General Hospital and it is consuming substantial resources from across the country.

However, according to the Pyongyang Times, by June construction was being "pushed dramatically" and key parts of the project are now nearing their "final stage". This jump in activity is a common theme among North Korean projects and suggests that Tanchon is one of those five main national projects still being given priority as their economy struggles due to COVID-19 measures and ongoing sanctions.

Once completed, Tanchon would be the culmination of generations of planning and levels of backbreaking work rarely seen in today's modern world.


The 60-kilometer tunnel was built by cutting dozens (over 50) of individual access tunnels into solid rock to slowly expand and lengthen the main water tunnel. North Korea lacks tunnel boring machines, so the work is being done with small excavation equipment and by hand.
The construction of the generating station will consume thousands of tons of concrete and steel, and its power distribution lines will run for untold miles connecting the site to the national energy grid.

Unfortunately, any projections that Tanchon will substantively ease regional energy needs should be taken with a grain of salt. As mentioned, Samsu Dam has failed to generate electricity at its designed capacity and other dams have likewise suffered from setbacks. Even the backbone of North Korea's energy grid like the Pyongyang and Pukchang thermal power plants are constantly plagued by generation and efficiency problems, and blackouts in Pyongyang itself are still a common occurrence.

However, if Tanchon does live up to the majority of expectations, it and the other hydroelectric stations along Hochon's 220 kilometers will finally surpass the planned generating capacity by the Japanese all those many years ago.

Abandoned Projects of the DPRK

A lot of attention is given to the various plans and policies of North Korea. From Kim Jong Il's songbon (military-first) to Kim Jong Un's byungjin (duel-path focusing on nuclear and economic development), each time a new declaration is made many people tend to overreact as though they're somehow distinct or substantially different from the previous policy.

The fact is, they're all variations on a theme. The byungjin policy promulgated by Kim Jong Un is little different than national policies set out by North Korea's founder, Kim Il Sung.

Simultaneous focus on light industry and energy, focus on feeding the people and building nuclear weapons. It all boils down to this: keep the economy going and maintain the military. In classic Stalinist style, these kinds of policies either do little in reality or take an inordinate amount of time to achieve.
They rely on the mass work of millions and the ramping up of efforts in one sector only to lurch to some other area. And in the process, an enormous amount of inefficiency shows up and completely wasted effort is expended. Adding to the inept economic planning of the last 75 years is the fact that none of these policies acknowledge the strain prestige projects add to the system.

The country has spent combined billions on empty mega hotels, palaces for the dead, and trying to "save face" by competing with South Korea in ways that ended up making the 1990s famine even worse (such as the case of the 13th World Festival of Youth and Games which consumed a quarter of the country's entire budget).

Naturally, this means the country is littered with abandoned or half completed projects as the country's direction is moved from one focus to another, often with little regard for sound economic or military principles.

Ryugyong Hotel

The most well-known abandoned project is the Ryugyong Hotel in the middle of Pyongyang. Construction began in 1987 and it was intended to be completed for Kim Il Sung's 80th birthday in 1992. Lauded as the soon-to-be "world's tallest hotel", construction was never finished, and it sat for many years as little more than concrete and steel shell. This helped earn it the nickname "Hotel of Doom". The collapse of the Soviet Bloc dried up foreign investment in North Korea as well as put an end to imported construction materials that had been sold at discount "friendship prices". By the time work halted in 1992, some estimates place the price tag at $750 million.

Two years later a famine began, and a million North Koreans died of starvation and related illnesses. The hotel was such a failure that in some images of the Pyongyang skyline, officials altered the pictures to remove the building. It was basically ignored and soon "officially" never existed, its giant corpse looming over the grey capital of a grey and dying country.

It wasn't until 2008 that construction resumed with a $400 million investment from an Egyptian company. By 2011 the exterior was finally clad in glass and, from a distance, it at least looked like it was completed. However, as many international firms have learned, trying to do business with North Korea is extremely difficult and initial costs often far exceed the original estimates. The building has structural problems, the regime can't produce the quality materials needed, and the building still sits unfinished and empty. The biggest change since 2011? The addition of LED lights to the outside that can produce light shows. $1.1 billion spent on a hotel, just to get light shows.


New hovercraft bases come to a crawl

Under Kim Jong Un, North Korea has been investing huge sums into their conventional (non-nuclear) military forces. This has included expanding their ability to project force using the country's fleet of hovercraft.

Hovercraft offer the regime the ability to rapidly attack South Korean bases and other targets, and to insert special operations forces while limiting South Korea's time to fully react.

The biggest of the new bases is at Yonbong-ni, along the Yellow Sea (West Sea), but work has been slow going. The military established two other future bases as well. Their stories are even less successful.

Nearby Yonbong-ni is Manghae-dong. The first signs of construction appear in 2015 and by 2018, sixteen hovercraft housing bays were under construction. The beginnings of a "sled way" to allow the craft to go from land to the sea is also visible.

However, by the end of 2019 very little new work has been done and much of the site looks abandoned. Further evidence of this is the fact that most of the temporary workers' housing has been removed.

A facility at San-go-li (in Kangwon Province) has fared even worse. While Manghae still exhibits a little life, Son-go-li has been completely abandoned.

While the initial excavation of ~19 housing bays began in 2015-2016, that's as far as things went. The latest image from Google Earth shows the place abandoned and the bays flooded. In the meantime, a new coastal hotel was constructed 0.8 km away.


Highways

North Korea has a notoriously bad road network. A road trip that might take an hour or two elsewhere, could end up consuming an entire day in the DPRK. Part of this because they lack the money for infrastructure and part is actually on purpose. If you have few paved roads and lots of dirt paths, it makes it awfully difficult for an invading army to quickly move along.

However, there have been attempts to improve the country's road network. Some of them have been successful and other plans have been left by the roadside. One such abandoned project was an extension of the Pyongyang-Huichon Highway (HWY 65) near the historic city of Hyangsan.

Hyangsan sits at the base of Mount Myohyang, which plays an important role in Korea's mytho-historic past, and is where the International Friendship Exhibition is. Huichon is 17 km away.
Huichon is an important industrial and military city, and is the second largest city in Chagang Province. Thus, ensuring rapid transit from the city to Pyongyang would be an important goal.

The bulk of the 4-lane highway coming from Pyongyang was constructed in 1994-95, but stopped at Hyangsan, where it shrank to a winding 2-lane road. Coming south from Huichon, the smaller section of the planned 4-lane highway was actually begun in 1990 but was never completed. Bridge piers sit stranded in fields, and hills have large scars from the excavation work, but no road exists. The abandoned section would have been 21.5 km long and take a mostly straight path. The current 2-lane route follows the Chongchon River and adds several kilometers to the trip.

Land reclamation


North Korea is very mountainous and less than 20% of available land is arable. But the country does have 2,500 km of coastline with vast tidal flats in the west, and that means opportunities for land reclamation.

The projects typically involve blocking off tidal flats from the sea and allowing river sediment to backfill the area or taking a more direct approach and manually filling in the land with countless loads of soil. Another process is connecting nearby islets with dams/barriers to enclose an area and having it filled.


Combined, these projects have accomplished adding over 260 sq. km. of land and proposed projects would add dozens more. However, a lot of these projects have been stalled or abandoned.

The Ryongmae Island Project was supposed to yield 3,676 acres of new farmland. Initial reclamation attempts even go back before 1985, but there has been little progress.


Ironically, there is some debate as to the caloric value of reclaiming coastal land to grow rice. It may be that there are more calories and protein in the countless small fish and crustaceans that otherwise live in these areas than the country might yield growing rice.

Power plant

North Korea has struggled with electricity generation for decades. It has several large thermal power plants (each working at varying degrees of efficiency) and scores of hydroelectric facilities, but they're inadequate to the task and very few places in the country can count on electricity all day, every day.  Hurried construction based on arbitrary timelines (such as political anniversaries) also results in flawed construction and inevitable delays, meaning they're always playing catching up.

To try and address the electricity problem, the regime began constructing a new coal powered plant near the village of Samdung, south of Kangdong. Construction began in 2011 and carried on through 2013, at which time construction came to a halt. Seven years later and no progress has been made.

Recreation

Even when it comes to letting people have fun places to go to, internal politics results in millions of wasted dollars.

The Pyongyang Folklore Park was a microcosm of North Korean identity. It had replicas of ancient palaces, a scale model of Mt. Paektu, and many other attractions. Construction began in 2008 and was mostly completed by 2013. It was Kim Jong Un's uncle, Jang Sung-taek who allegedly managed the project and helped make it a reality. Kim had Jang killed on Dec. 12, 2013 for a myriad of reasons.

As Kim Jong Un consolidated his power and once he felt secure from the ghost of his once extremely powerful dead uncle, he closed the 80-acre park in 2016 and began to demolish it. All that remains today are piles of rubble.

There are many other examples of abandoned projects and ones that were sidelined while the nation's entire output of construction materials was sent to one or two specific sites (like new Wonsan resorts and the rebuilt city of Samjiyon). This behavior highlights the inefficiency of command economies and shows just how vulnerable the people are to the whims of Pyongyang.

At the same time, other projects have been under construction for decades, as work progresses in fits and starts, seemingly without reason. Two interesting examples would be the Hagap Underground Facility and the Kangda-ri underground runway.

However, despite all of this waste and the suffering it prolongs, the country's economy and military has advanced ever so slowly. Kim Jong Un does seem to have been able to pull many disparate threads into something quasi-functional. It must be said that his rule has been more effective than that of his father's; unfortunately, it has been just a cruel.

Work on Major Hovercraft Base Advances

I recently wrote about an ongoing trend under Kim Jong Un to vastly overhaul every branch of the country's military, and this, of course, includes the construction of new naval bases and the redeployment of equipment.

High-speed hovercraft play a key role in North Korea's special operations forces (SOF). Beginning in the 1980s, the Korean People's Navy (KPN) started slowly improving its capabilities to quickly attack or infiltrate South Korean targets and by the mid-1990s their hovercraft inventory reached ~140 craft (a number which has largely remained stable over the years). While the KPN’s inventory may have remained somewhat stable, a number of new naval bases and related facilities have been under construction (or expansion) since Kim Jong Un came to power. One such base is near the small village of Yonbong-ni (37.9071°, 125.2242°).


Starting around March 2014 constructed began on this new hovercraft base. The Yonbong-ni facility compliments two others that were completed ca. 2012-2013. However, Yonbong-ni (once completed) will be much larger than the other two and, at 22 miles from the Northern Limit Line, will also be the most forward-deployed hovercraft base and one of the most forward-deployed naval bases North Korea has. (There is a small naval facility on Sunwi Island which lies 11 km from the NLL.)

The first indication of the base's construction was the placement of a small earthen dam across an inlet to moderate the flow of water into the bay from the mainland. I'd like to note that while the base's location may seem fairly remote, from the dam, it is less than 2 km away from a long-standing patrol boat station to the west.


By October 2015, commercial satellite imagery showed an apparent administrative area under construction as well as the excavation of seven hovercraft storage bays into the side of a hill (in three groupings of two and an individual one, located immediately east and south of the dam).

Part of the national coastal barrier was also in the process of being demolished which would otherwise have blocked access to the sea.

Fast forward to April 2018, and a total of 54 individual housing bays were in various stages of construction, foundations for additional support facilities had been laid, and a seawall and small pier were also constructed. Several bays also had concrete walls built and their entrance structures completed. The entrance structures also allow for on-site maintenance instead of needing to move the hovercraft around various other parts of this rather expansive base.

By April 2018 construction had begun on three large groupings of housing bays as well as support facilities across the base.

At the same time, approximately 560 meters of sea wall had been put in place as well as a pier.

By October 2018, additional foundation work at various sites within the base had been carried out, as well as some further construction of other buildings.



However, the most recent Google Earth imagery (Nov. 6, 2019) shows a mixed picture.

Two bays have been completed with roof framing added to another set of two bays. Four additional bays have had their side walls constructed as well, and the temporary worker's quarters still exists.
At the same time, none of the administration or support buildings have been completed and some of the bays still haven't been fully excavated. In fact, some sites appear to be neglected and overgrown.

The left-most bay is finished and covered in dirt, the middle bay has framing installed for the roof, and the far-right bay doesn't have framing but does have its side walls and entrance structure completed. These three sets are the only ones with their entrance & maintenance structures in place.

Despite construction elsewhere, these two sets of four storage bays seem to have been neglected and are overgrown with grass and shrubs.

The partial neglect of certain areas of the base appears to extend to the largest group of housing bays as well.

In this image, room for up to 18 individual hovercraft shelters has been partially excavated but none have been completed. Four barracks/support buildings were halfway built by mid-to-late 2018 but no further work has been carried out on them in the year or so since. However, a small area of newer work (new since Oct. 2018) can be seen to the left of the barracks.

Additionally, the temporary housing and warehouses used for construction still exists regardless of the construction slowdown.

Construction has certainly advanced beyond where it was in 2018 but the KPN may have decided to scale-back its initial scope. Another possible explanation for the apparent neglect of some parts of the base is that work began in 2019 on a kilometer-long tidal dam (which may eventually house a hydroelectric station) and personnel may have been redirected to that site to help finish it quickly, as military personnel are often used as general labor. This new dam is located roughly 0.8 km to the north of the northernmost sector of the base.

While the base isn't yet fully finished, the ongoing work at Yonbong-ni and work at military bases around the country demonstrates Pyongyang's continued dedication to their asymmetrical capabilities and their desire to have the capacity to inflict rapid and painful attacks against South Korea, as well as being able to defend their own territorial claims.

According to Joseph Bermudez, who wrote in detail about the initial construction phases of Yonbong-ni and the other hovercraft bases in 2018, the layout of the base "provide[s] significantly better protection from blast and fragmentation damage than any of the existing sheds or shelters found at other hovercraft bases."
Additionally, it offers "the advantage of being able to more easily land an assault force from the south and east without having to pass the heavily defended north side of [Baegnyeong-do]. More significantly, hovercraft from the Yŏnbong-ni base can quickly reach the ROK islands of Daecheong-do (Taech’ŏng-do), Socheong-do (Soch’ŏng-do) and Yeonpyeong-do (Yŏnp’yŏng-do) in approximately 30, 40 and 70 minutes, respectively; and the port city of Incheon can be reached in 90 minutes."
