Largest Hydroelectric Project in DPRK Heads Toward Completion

North Korea is no stranger to mega projects. The May Day Stadium (largest seating capacity in the world), Ryugyong Hotel (the abandoned "hotel of doom" that would have been the tallest in the world back in 1992), and the West Sea Barrage (an 8-km long dam across the mouth of the Taedong River) all bear witness to North Korea's willingness to expend enormous resources on enormous projects, even if they don't always work out as planned.

One such current mega project is the Tanchon Hydroelectric Power Station.


Despite being named for the coastal city of Tanchon, the project centers around the border area between Ryanggang and South Hamgyong provinces, specifically around the worker's district of Sinhung, 53 km away from Tanchon as the crow flies. However, this isn't a run-of-the-mill hydroelectric dam. It is a massive complex that starts at a new water intake point at the Samsu Reservoir (near Hyesan) and then carries water through a roughly 60 km-long tunnel to the electricity generating stations in Sinhung. The tunnel is the longest such tunnel in the country and makes this the largest hydroelectric project currently underway by North Korea.

The next longest water tunnel for hydroelectricity that I am aware of is the Songwon Dam tunnel. Constructed in 1987, it runs a mere 42 km.


The Tanchon project is actually part of a larger attempt to take advantage of the rivers and steep valleys of this region. The northerly-flowing Hochon River is the primary source of water. The northern extreme is the Samsu Dam and reservoir, which lie less than 10 km from Hyesan and the Yalu River border with China (into which the Hochon empties).

In this complicated image you can see the path of the Hochon River (blue), flowing south to north. That water fills the Samsu Reservoir where the water intake site is located for the Tanchon project. That water is then diverted through a tunnel (white) where it travels north to south (against the natural gradient of the area). It will then enter the dual Tanchon generating stations in the small town of Sinhung. From there, it empties into the Namdeachon River (yellow) which flows north to south and empties into the sea at the city of Tanchon.

Moving south (aka upriver), lies the Sachophonyg Reservoir which feeds the Hochongang Power Station in Sinhung (11.8 km away and is adjacent to the new Tanchon generating stations). Both the Hochongang Power Station and the new Tanchon stations empties the waters of the Hochon River into the Namdaechon River, across a sort of continental divide thanks to the tunnels, as the Namdaechon then runs south and empties into the Sea of Japan, whereas the headwaters of the Hochon arise in the Hamgyong Mountains (also known as Gangbaekjeonggan) which create a natural border between Ryanggang and South Hamgyong provinces.


Being built at the same time as Tanchon is a smaller hydroelectric dam on the Hochon at Saphyong-ri (pictured above) and a hydroelectric dam at Sinhung (also called Power Station No. 5) on the Namdaechon River that is less than 2 km from the new Tanchon generating station.

Exploiting this riverine resource goes back nearly a century. During the Japanese occupation era, Yutaka Kubota (founder of the Japanese engineering firm Nippon Koei) was a consultant for the Hochongang River Overall Project from 1925-45, and the project was expected to eventually generate 338 MW of electricity.

In terms of North Korean efforts, the Samsu Hydroelectric Dam alone was supposed to produce 50 MW of electricity to provide for Ryanggang Province and the important Hyesan Youth Copper Mine. Built from 2004-2007, the dam was beset with problems and still fails to live up to expectations.

Kim Il Sung introduced the modern idea of exploiting the rivers in the area in the years soon before his death and wanted the project to generate 400-500 MW. But it wasn't until 2016 when Kim Jong Un announced the construction of the Tanchon Power Station that work finally began. According to a May 2017 Pyongyang Times report, the project is supposed to generate "several hundred thousand of kilowatts" and would indeed be the largest hydroelectric project in the country's history.

During Kim Jong Un's 2016 New Years' address he said, "The problem of electricity should be resolved as an undertaking involving the whole Party and the whole state." Giving little detail about the project he went on to say, "The construction of the Tanchon Power Station and other projects for boosting the country’s power-generating capacity should be promoted along with the efforts to ease the strain on electricity supply by making proactive use of natural energy." 

Such an undertaking would indeed require the effort of the "whole state".

As discussed in the Songwon article, one reason to not locate the electric generating station at the site of a dam or to excavate miles of tunnels to divert water elsewhere, is to take advantage of a substantial change in elevation. The greater the difference between the elevation of where the water is stored (in this case the Samsu Reservoir) and where it runs through the turbines at the generating station, the greater the power generated.


The approximate elevation of the water intake site at Samsu is 2,500 ft above sea level. The tunnel cuts through mountains and valleys on a downhill gradient to deliver the water to a point roughly 1,800 feet above sea level. This represents a 700-foot drop, something no existing traditional hydroelectric dam in the country could provide. For some perspective, to otherwise maintain a hydraulic head of 700 feet would require a traditional dam on the scale of the Glen Canyon Dam in the United States.

The elevation drop also allows a relatively small amount of water to pick up momentum and hit the generating turbines with more energy, producing more electricity. Both the Songwon and Samsu water intake sites are placed at shallow ends of their respective reservoirs, meaning limited amounts of water can transit the tunnel system. This may seem counter intuitive, to only have a little water flowing through, but considering the number of droughts North Korea has, it could also allow for a more constant supply of electricity (albeit limited) but without draining the reservoirs or damaging the tunnels over time.


Despite all the work visible via satellite images, by March 2020 the project was only fifty-percent completed. On April 17 the regime announced that the number of "national projects" would be cut from 15 to 5 projects. One such project is the new Pyongyang General Hospital and it is consuming substantial resources from across the country.

However, according to the Pyongyang Times, by June construction was being "pushed dramatically" and key parts of the project are now nearing their "final stage". This jump in activity is a common theme among North Korean projects and suggests that Tanchon is one of those five main national projects still being given priority as their economy struggles due to COVID-19 measures and ongoing sanctions.

Once completed, Tanchon would be the culmination of generations of planning and levels of backbreaking work rarely seen in today's modern world.


The 60-kilometer tunnel was built by cutting dozens (over 50) of individual access tunnels into solid rock to slowly expand and lengthen the main water tunnel. North Korea lacks tunnel boring machines, so the work is being done with small excavation equipment and by hand.
The construction of the generating station will consume thousands of tons of concrete and steel, and its power distribution lines will run for untold miles connecting the site to the national energy grid.

Unfortunately, any projections that Tanchon will substantively ease regional energy needs should be taken with a grain of salt. As mentioned, Samsu Dam has failed to generate electricity at its designed capacity and other dams have likewise suffered from setbacks. Even the backbone of North Korea's energy grid like the Pyongyang and Pukchang thermal power plants are constantly plagued by generation and efficiency problems, and blackouts in Pyongyang itself are still a common occurrence.

However, if Tanchon does live up to the majority of expectations, it and the other hydroelectric stations along Hochon's 220 kilometers will finally surpass the planned generating capacity by the Japanese all those many years ago.

Kim Jong Un's Green Agenda

North Korea is a land full of bucolic views and industrious people. It also suffers from river pollution, air pollution in Pyongyang, and a never-ending shortage of electricity, which hampers every aspect of domestic and industrial life.

Most countries have embarked on developing a green economy and a green energy supply to fuel economic growth. This has been spurred on by the dangers of climate change and the realization that easily accessible fossil fuels are getting harder and harder to find.

To address climate change, every country on earth (including North Korea) signed the Paris Agreement. Long seen as an outsider to the global community, North Korea is still a signatory, whereas the United States has pulled out.

And to address ever growing energy needs, the world has heavily invested in renewable energy sources. Since 2000-2001, global consumption of traditional fuels fell from 12,500 TWh to 10,895 TWh (as of 2017). In the same time frame, consumption of renewables like hydroelectric, solar, and wind more than doubled from 2,817 TWh to 6,232 TWh.

While North Korea is technically classified as an industrialized country, most of the people live in poor economic conditions. Other countries face similar problems. They have a growing population and a need for more electricity (but at levels that still fall far behind western countries). At the same time, they often lack the funds to build advanced and cleaner versions of coal plants which can cost many billions of dollars, and they lack the healthcare infrastructure needed to address the illnesses associated with mining and burning fossil fuels.

And this is where the drive to fight climate change and the drive to improve energy and economic conditions merge. In per capita terms of "kilograms of oil equivalent" North Korean's use approximately 1/15th as much energy as Americans. This means fewer TVs and energy intensive refrigerators. It means that homes outside of major cities may only have a radio, a few light bulbs, and an electric rice cooker. Thus, these homes don't require huge sums of electricity, so many are turning to solar and going "off the grid".

After generations of focusing on massive energy producing projects, North Korea seems to be switching tactics and creating a patchwork energy grid. Large coal and hydroelectric plants to service primary industry and the major cities, and smaller hydroelectric dams along with limited solar and wind to support less populated areas. As for the individual, they're also getting into the act as mentioned above. This network has the potential to greatly ease the country's electricity problems as well as address matters of climate change.

North Korea's behavior isn't only changing how it gets electricity, but it is also tackling longstanding problems with deforestation, and the floods and landslides they bring. Combating this problem will not only affect the environment but will also help alleviate food shortages and enable the government to spend money elsewhere, instead of rebuilding cities after major floods.


Wind Power

One of the oldest wind farms in North Korea is near the Ongjin Airfield and consists of two separate  groups of two wind turbines. Both sites have existed since at least 2009.

In 2009, the Korean Central News Agency reported that thousands of home-use wind turbines had been installed around the country. There is some photographic evidence for this, but little satellite-based support. Unfortunately, these turbines are indeed very small and may not be visible in most commercial satellite imagery, so it is difficult to independently gauge just how widespread home-based installations are.


There are at least four other wind farms in North Korea. The newest installation I could find is in the rebuilt city of Samjiyon. There is also a small solar farm, and both are located at the top of the ski resort.


Changes in hydroelectricity production


North Korea has its share of relatively large hydroelectric dams, with some dating to the Japanese colonial era. Several run along the Yalu River at their northern border and others are located inland like the Songwon Dam and Ryesonggang Youth Power Station No. 1. However, North Korea's attempts to build large hydroelectric dams have run into many problems and delayed construction. The final results rarely yielding the levels of electricity generation expected. Other smaller, older hydroelectric facilities (like along the Taedong River) have also fallen short of their generating capacity and are now primarily used during planting and harvest seasons to assist in irrigation and powering up agricultural facilities.

In the last decade, Kim Jong Un has been carrying out "new" agendas that were initiated by his father, and shifted the country's hydroelectric plans toward more small and medium-sized hydroelectric facilities that can also better control river flows and water supplies for irrigation.

These projects include multiple dams along the Ryesong River and the Huichon series along the Chongchon River. There was also an effort to build scores of "low-head" power generating stations that pre-dates Kim Jong Un's efforts but have proven the effectiveness of smaller dams and generating sites in adding up to lots of energy generation while not requiring vast sums of material, and they can be built in less than optimal river systems (located primarily in South Hamgyong Province).

One of the most recent hydroelectric series to be completed is the Paektusan Hero Youth Power Stations. Other series that Kim Jong Un managed to complete have been the Wonsan People-Army Power Stations and the Wonsan Youth Power Stations which have six generating plants between them.


Combined facilities


A great example of the push toward renewables is the KPA Air Force Unit 1016 combined wind-solar farm, located near Kawil, S. Hwanghae Province. Initially it was just a wind farm with three medium-sized turbines with construction beginning in 2010. In 2015, a 5,545 sq. meter solar farm was added to the site. It is the largest combined facility in the country.


A second facility is located along the 4.6 km long conveyor system of the Unnyul mine and associated land reclamation project. This facility only has a single wind turbine, but its solar farm is larger than Kawil's at a little over 18,000 sq. m. Primary construction was carried out from 2015 to 2016, and the site powers eight apartment blocks and a dozen or so other buildings, as well as an industrial site.


Reforestation efforts

Deforestation has been recognized as a major contributing factor to flooding and the 1990s famine by the regime since the days of Kim Jong Il. Denuded hillsides can't hold on to soil, making landslides more common and increases runoff into rivers - choking them and killing fish in the process. Fewer trees mean an increase in top soil depletion and airborne dust. And fewer trees mean a lack of needed firewood and decreases the richness of local ecosystems. People rely on native herbs, fungus, and small animals for food and commerce, and without forests, those ecosystems and opportunities disappear.

Between 1990 and 2005, North Korea lost nearly a quarter of its forest cover and it has become a major problem. While the country is still experiencing a net loss of tree cover, there is now an ongoing effort to replant trees.

In 2015 Kim Jong Un gave a speech on reforestation efforts. In his speech he recognized that uncontrolled deforestation has been ongoing, that there has been a lack of preventative measures to stop forest fires, and that "as the mountains are sparsely wooded, even a slightly heavy rain in the rainy season causes flooding and landslides and rivers dry up in the dry season; this greatly hinders
conducting economic construction and improving people's standard of living..."

Tree planting efforts date to 1946 with the annual "Tree Planting Day" each March, but there is little evidence that these single day events did much to ameliorate the situation during the rapid deforestation that occurred in the 1990s or to replant meaningful numbers of trees since then. Kim Jong Un's critical recognition of the problem, however, is a sign that the state is going to take the problem of deforestation and wildfires much more seriously, especially considering the mix of both extreme drought and damaging floods the country faces - which tree cover levels can play a major role in.

In Kim's 2015 speech he gave a ten-year goal to reforest the country's mountains. Efforts to achieve this goal includes the establishment of scores of tree nurseries across the country that can, theoretically, produce 20-25 million trees annually. The regime has also begun to crackdown on the illegal private farms that dot the hillsides and have played a role in deforestation and soil degradation.

Nurseries have indeed been constructed. How well those trees are later transplanted and able to mature is left to be seen.


Conclusion

As international relations expert Benjamin Habib has said"The North Korean government would appear to have a compelling prima facie self-interest in participating in the global climate change mitigation and adaptation project centered on the UN Framework Convention on Climate Change (UNFCCC)" as growing environmental issues can threaten the survival of the regime.
Indeed, a 2019 report by NK News pointed out that climate change threatens the very existence of the northern port city of Sinuiju by 2050.

Unfortunately, the actions taken have been a patchwork of activity, generally lacking coordination or broad national action. Additionally, the main focus doesn’t necessarily seem to be creating a better environment for the people, but rather these changes are pragmatic decisions to help accomplish industrial and military goals, that happen to have other benefits.

While investing in renewable energy sources, allowing individuals to go their own way regarding solar water heaters, etc., are obviously beneficial, the problem of pollution still exists and there are few overt plans to change that reality.

Though new trees help stabilize the ground and protects farmland, hundreds and hundreds of acres of farmland are situated on highly polluted soil, such as on former coal ash ponds, leading to contaminated food. Two large examples of this can be seen at the Pukchang Thermal Power Plant and adjacent to the Namhung Youth Chemical Complex near the city of Anju.

And while mixing up the country's energy portfolio with renewables will have an impact, the country's coal-plants still spew out tons of air pollution and release toxins into rivers. North Korea's nuclear development and industrial sectors likewise negatively impact large swathes of the nation and the people who call it home.

Even actions taken by the government to increase the food supply by reclaiming tidal flats and converting them into farmland will not be sustainable without mitigation efforts, as sea levels rise and saltwater contaminates ground water. And if the West Sea Barrage comes under threat, Pyongyang itself could suffer the direct effects of sea level rise in the future.

As the effects of global warming become more pronounced, the Kim government must take a serious look at how they can accomplish their more immediate goals of militarization and creating an adequate energy supply in the light of what impact they may have on the overall health of the people, and the state's role in either contributing to or helping to limit climate change.

Countries with major coastal cities and those with limited economic power face the greatest challenge. As laudable as these changes are, without taking the threat more seriously and without creating a more open diplomatic environment to allow for future international aid, North Korea is unlikely to achieve energy independence and may be very hard hit by the growing realities of climate change.

North Korean Mining

North Korea is surprisingly rich in minerals and coal. Mined materials makes up the bulk of trading, and according to various estimates the treasures underneath the ground are worth upwards of $10 trillion (250 times larger than their current GDP).

There are two types of mine, the large industrial scale mines (like that at the Geomdeok zinc mine and the Musan iron mine) and then there are the countless smaller mines throughout the country, mostly coal mines, which are largely dug by hand. Due to equipment failures, flooding, lack of spare parts etc. most mines operate far under capacity. Regardless of the difficulties, mining is one of the major economic sources for the country.

Here is an example of large-scale mining. Located north of Pyongyang, near the city of Sunchon in South Pyongan Province. This image covers an area 17 miles wide and includes multiple mining complexes.

This is one of the larger mines in the area, unlike all the others this one is primarily mining minerals for cement. There are smaller coals mines here as well.

As with many large-scale industrial regions, military security is always tight. Pukchang Airbase is nearby.

As I said, most mines are not massive, they're not mining with million dollar machines or explosives, they're mined by human strength alone, often with hand-fashioned tools. In the Songbun class system, those in the lowest class or "wavering class" are often assigned the most difficult and dangerous jobs: mining, farming, construction etc. North Korea has one of the worst human-rights records in history, possibly coming in at number one (even over Nazi Germany) when you look at the entire population. Worker's rights aren't really given much thought when it comes to the lower classes (despite the socialist mantras). Uranium miners for example have a high risk of developing cancers and severe birth defects. Coal miners will suffer from respiratory disease and skeletal problems after years of squatting in small, hand-dug, tunnels and moving tons of rock and coal.

From 2006 to 2010 coal mining has risen sharply from 23 million tons in 2006 to 41 million tons in 2010. This is in response to the energy crisis facing the country and the need to increase trade to places like China, which is the North's leading trading partner receiving 67% of North Korea's exports.

And finally, this is a mine I found near Yongyon-ni in North Pyongan Province. It shows a side-by-side of the mine in 2006 and in 2010 which shows increased activity. Although the mine is relatively small, in my mind it underscores the country's attempts to secure the nation's energy supply (even if they're not succeeding), an energy supply which is notoriously lacking.


UPDATE

As I stated earlier, human life isn't the most important thing when it comes to the North Korean government. The country's mining operations continue to grow, and with it, so do the problems.

You can see small collapsed areas at many of the countries coal mines. With antiquated technology and safety taking a back seat, tunnel collapses are common. Miners are forced to work long hours and that contributes to accidents. Another side of all of this is the fact that mining plays a key role in the country's prison camp and "re-education" system, the workers are then subjected to incredibly cruel conditions. Additionally, many mining towns have a greater internal security apparatus to ensure the "free people" of North Korea stay inside the mining zone. Check points and road blocks are often added to the usual round of domestic spying and movement controls. This means that residents can neither flee nor demand better conditions.

While continuing my mapping project, I came across a coal mine in the Pyongyang region (approx. 22 miles/35km east of downtown) that got my attention. In 2015, I documented a kilometer wide landslide in a rural area near Mt. Chilbo National Park. But that was just a natural event after a storm. This new discovery on the other hand, really makes me worried.

The mine, located at 39° 2'39.39"N 126°10'4.89"E, has multiple tunnels that seem to have completely undercut the natural ability of the mountain to support itself. The summit has an elevation (according to Google) of 1,000 feet (305 m), the main part of the mine is located at the southern flank; its summit rises some 350 feet (107 m) above the bulk of the tunnels.

Over the course of 10 years, you can see a dramatic change in the mine.

This next image is dated Sept. 5, 2015 and shows some drastic changes. The larger pieces have surface areas as large as 5,000 square feet (464 sq. m) and even 12,000 sq. ft. (1,114 sq. m).


Based on the rate of change, without drastic intervention it is highly likely that there will be a major collapse/landslide that could kill hundreds of people in just a few years. Within the valley beneath this mine lies the city's downtown core and the only road and rail link connecting the city to the rest of the area. A heavy rain could one day unleash hundreds of thousands of tons of rock and earth onto those living below.
